Introduction of indirect capacity allocation model

With the introduction of indirect capacity allocation model it is intended to enter into interconnection agreements between AB „Amber Grid” and JSC „Conexus Baltic Grid” and JSC „Elering” and JSC „Conexus Baltic Grid” in which the current rules for interconnection points between Lithuania, Latvia and Estonia would be revised, provided that:

  • The rule on the compatibility of the process in which transportation system operators (hereinafter-TSO) shall coordinate the network users submitted nominations and renominations approval are as follows:The main connection rule is the rule of lesser quantity. 
    • TSO can apply other rules for the alignment of renomination, if any of the TSO network rules provide restrictions.
    • On the border of Lithuania and Latvia, the suggestive TSO is AB „Amber Grid”, and the interconnective TSO is JSC „Conexus Baltic Grid”
    • On the border of Estonia and Latvia, the suggestive TSO is AS „Elering”, and the interconnective TSO is JSC „Conexus Baltic Grid”
    • The interconnection process for nominations begins day D-1 at 15:00 Eastern European time (Eastern Europe summer time);
    • The main interconnection rule is the rule of lesser quantity. TSO can apply other rules for the renomination of interconnection, if any of the TSO network rules provide restrictions.
    • TSO sends to network users confirmed nominations until day D-1 17:00 Eastern European time (Eastern Europe summer time);
    • Renomination cycle starts every hour in course of renomination period;
    • TSO sends to network users confirmed renominations two hours after the start of each renomination cycle.
  • The rules of the allocation of quantities of gas are as follows:
    • TSO provides the assigned amount agreed upon on both sides of the interconnection point;
    • The assigned amount of gas on a single day for a network user is equal to the amount indicated in the nomination, confirmed to the network user by the TSO;
    • The difference between network users approved nominations and measured gas volumes (main difference) is credited to both TSO administrated operational balancing account;
    • In the period, which is decided depending on both TSO’s communicated working schedules, both TSO’s should strive to maintain the operational balancing account balance, as close to zero as possible.
  • Emergency communication procedure for unprecedented events is as follows:
    • TSO provides implementation of communication procedures in place, to facilitate rapid and simultaneous communication in case of an emergency.
  • Informative communication between TSO goes on verbally, followed by a written electronic confirmation, unless it specified otherwise;
    • In the events of an emergency, the affected TSO should at least inform their network users, if it may affect their approved amounts, and provide all the necessary information about:
    • Potential impact on the approved amounts to the network users, who use the interconnection point.
    • The expected and actual emergency event ending.
    • The emergency event affected TSO should at least inform the nearby TSO, about the emergency event occurrence and provide all the necessary information about:
    • Potential impact on the transported gas quantity through the interconnection point and the quality;
    • The expected and actual emergency event ending.
