Information on storage withdrawal capacity congestion management

AS Conexus Baltic Grid on 2 February 2021 has detected physical congestion of storage withdrawal capacity in accordance Regulations Regarding the Use of the Inčukalns Underground Gas Storage Facility (sub-paragraph 58.1).

In situation when before 15:00 in previous day of gas the day system user nominations exceed the technical capacity of withdrawal, the capacity to be allocated to users is calculated by prioritising the bundled capacity product and the two-year bundled capacity product.

The system user can assess the capacity to be allocated to it in a congestion situation by dividing the volume of its booked bundled capacity products for withdrawal by the total amount of booked storage capacity within bundled capacity products.

To obtain system user’s maximum proportion of withdrawal storage capacity on a gas day in congestion situation, it is necessary to nominate each bundled capacity product at the disposal of the user.

In situation when after 15:00 in previous day of gas the day system user nominations exceed the technical capacity of withdrawal, the capacity to be allocated to users is calculated as follows:

  • by allocating the natural gas withdrawal capacity among the system users in the order of receipt of trade notifications;
  • by prioritising the bundled capacity product and the two-year bundled capacity product indicated in the trade notification.
