Approved amendments to the gas domain protocol for issuing guarantees of origin

On 11 December, the Association of Issuing Bodies (AIB) approved amendments to the domain protocol, thereby enabling Conexus to continue improving the framework necessary for the development of biomethane in Latvia.

The most significant amendments to the domain protocol include clarification of the following key issues:

  1. Clarifications regarding the consumption of auxiliary production equipment, including the addition of a reference to situations where self-consumption does not need to be deducted, namely in the production of gas of biological origin through the anaerobic digestion process, in accordance with point O6.4.3.(c) of the EECS Rules.
  2. Updated references in line with the currently applicable gas quality regulation, replacing historical regulation with Cabinet of Ministers Regulation No. 50 of 21 January 2025, “Regulations on the requirements for the injection into the natural gas transmission and distribution system of liquefied natural gas converted into a gaseous state, gaseous fuels produced or obtained from renewable energy sources, and low-carbon gaseous fuels.” In addition, recommendations from the periodic audit conducted in March 2025 regarding the updating of biomethane-related information in the domain protocol have been taken into account.
  3. Technical clarifications in several sections of Chapter E of the domain protocol, ensuring that the content of the domain protocol corresponds to the actual implementation of processes.

The main beneficiaries will be biomethane producers who produce biomethane through the anaerobic digestion process. In accordance with Annex 4 of the domain protocol, when applying for guarantees of origin, these producers will be required to submit a comparatively smaller amount of information, excluding auxiliary equipment consumption. These producers will receive guarantees of origin corresponding to the measured amount of biomethane injected into the system.

At the same time, the auditor’s obligation to verify and confirm the accuracy of the submitted information is retained.
