Public consultation on the draft storage capacity auction has been launched

The purpose of the consultation document is to inform the public and to obtain the views of interested parties on the draft regulation for the auction of capacity of the Inčukalns underground gas storage (hereinafter - Storage) developed by AS “Conexus Baltic Grid”.

On November 24, 2020, AS “Conexus Baltic Grid” sent to the Public Utilities Commission (hereinafter - Regulator) the original version of the draft Storage Capacity Auction Standard Regulation for approval. In view of the fact that the draft Regulation is considered to be an integral part of the Storage Regulation and in line with the discussions with the Regulator, the AS “Conexus Baltic Grid” considers it appropriate and reasonable to organise a public consultation on the draft Regulation.

 AS “Conexus Baltic Grid” has developed a draft standard regulation intended to be used for all Storage Capacity Products in the scope of the Storage Regulation, the booking method of which is the auction procedure. The storage capacity auction regulation prior to its publication on AS “Conexus Baltic Grid” website shall be co-ordinated with the Regulator.

On October 1, 2020, the Regulator approved, according to Council Decision No 1/14, the regulations for the use of Inčukalns Underground Gas Storage (hereinafter - Storage Regulation), changes to the regulation for the use of Storage. These Storage Regulations prescribe that storage capacity within the framework of the bundled capacity product, the two-year bundled capacity product and the interruptible capacity product shall be booked in the Storage Capacity Auction Procedure.

Proposals and comments on the draft regulation, please submit to the AS “Conexus Baltic Grid” in writing to the capacity@conexus.lv e-mail address by January 14, 2021. As part of the public consultation, the company's proposals and comments are to be collected and published on the website of AS “Conexus Baltic Grid”.
